Can't find emergency financial help indianapolis,in?

I am raising two children on my own like many. I am at a difficult time financially here in Indianapolis,IN. I have contacted Community Action Ctr. they helped a little on elec.Spent two hours at Trustees office for them to turn me totally down because I was honest about cell phones. I have contacted a variety of agencies,family,churches obviously got a little help from family as they can but, no's otherwise. For ex: Salvation Army,Indpls.Urban League,Hawthorne. Any other ideas to try would be helpful. Thank you
