If Im going into the navy as a ctr, can I cross rate into seals? If so would I go through mini buds?

I'm going into the navy as a ctr which is a crypto intelligence job. I originally was going to go in as a seal, but decided to go intel and then cross rate into seals. My recruiter told that when I cross rate into it that I would go through mini buds and become like a back up seal, and with time and training, would eventually become a perminante edition to a seal team. I've tried looking up information on mini buds, and have found that it's only for nrotc and that it's just a stepping stone...you still have to go through 6 months of buds training. So is my recruiter bullshiting me? How exactly would I cross rate into seals from ctr?
