My new baby budgie has frayed tail feathers and they are barely.?

The feathers are growing crooked and they look eaten! I found a feather today with dry blood on the end. When she flies, she flies to one side and goes only about a meter at a time then drops dow. Iwill she grown nor al tail feathers or will this see her only living a short time?
